Monitoring and evaluating capacity strengthening initiatives – defining the questions, considering approaches

Participants from nine UK research funding institutions considered capacity strengthening from a ‘theory of change' perspective to help identify and address core issues influencing evaluation techniques and thinking. This report summarises the key points of the discussion.
