The Committee on Scientific Planning and Review (CSPR) of ICSU appointed a Panel to conduct a Priority Area
Assessment (PAA) of Capacity Building in Science.

The Priority Area Assessment makes recommendations in six broad areas:
  • An apparent crisis in science, capacity building, and ICSU’s mission and role
  • Making scientific capacity building a priority
  • Building and strengthening human capital
  • Communicating between science and society
  • Strengthening the links among education, research, and society
  • Review of current ICSU activities
